According to Главком: Ukrainian President Volodymyr Zelenskyy has announced that preparations for a major military reform are underway, with the rollout scheduled for June 2023. That same month, Ukraine also expects to receive the first tranches from a European support package worth 90 billion euros over two years. As part of the broader modernization strategy, the Ministry of Defense proposes converting territorial recruitment centers into Reserve Offices.

Volodymyr Zelenskyy: 'Our Ukrainian military command and the Ministry of Defense continue preparing the army reform-the innovations we need. We are aiming for a June start. We must finalize the details of the changes, all necessary decisions, and the required support.'

The president stressed the importance of active cooperation between the government and the European Commission to ensure timely access to financial resources. 'The funds must start working for Ukraine's resilience in June. Our internal resilience, combined with strong foreign policy efforts, is the foundation of our protection and defense,' he added.

Legislative Updates and the Urgency for Reform

The process of updating Ukraine's mobilization legislation is in its final stages. The changes planned under the army reform aim to strengthen the country's defense capabilities and adapt military structures to modern challenges. David Arakhamia, head of the 'Servant of the People' faction and a member of the Verkhovna Rada Committee on National Security, Defense, and Intelligence, also highlighted the need to reform the recruitment and support systems for military units.

The planned military reforms reflect Ukraine's determination to respond to contemporary challenges, particularly in the face of ongoing security threats. The financial support from Europe, expected in June, is a critical factor in implementing these changes, as it will provide the necessary resources for their execution. Successful implementation of the army reform could bolster Ukraine's defensive strength and improve the mobilization system, which is vital given the current regional situation.

As Ukraine's military reform progresses, significant changes to soldiers' compensation are also on the horizon. President Zelenskyy's recent announcement highlights plans to increase infantry pay, potentially reaching up to 400,000 UAH. This financial boost is part of the broader strategy to enhance the armed forces and ensure better support for military personnel during this critical period.
