According to ХВИЛЯ: President Volodymyr Zelenskyy has enacted legislation to continue a special military levy for three years after the conclusion of the war. The bill, passed by the Verkhovna Rada on April 7, was signed into law by the President on April 14, 2026. This levy is a critical revenue stream, with funds directed to a special state budget fund dedicated to meeting the needs of Ukraine's Armed Forces (ZSU). According to Finance Ministry estimates, the extension is projected to generate approximately 140 billion hryvnias annually for the state budget. Levy Rates Remain Unchanged

The rates for this levy will stay at their current levels. For private individuals, the rate is set at 5% of income. For individual entrepreneurs (FOP) in the 1st, 2nd, and 4th groups of the unified tax, the levy is calculated as 10% of the minimum wage as of January 1 of the reporting year. Those in the 3rd group of the unified tax pay 1% of their income.

Consequently, extending the levy at the existing rates will secure around 140 billion hryvnias per year for the state budget.
