According to Главком: Ukrainian President Volodymyr Zelenskyy has officially confirmed the deployment of the advanced FP-5 Flamingo cruise missiles as part of a military action designated Operation Deep Strike. During this operation, Ukrainian forces hit military-industrial facilities in Cheboksary, covering a distance of over 1,500 kilometers. The target was the AO VNIIR-Progress defense plant, which produced relay protection systems, automation equipment, and low-voltage apparatus.

This factory supplied navigation components for the Russian Federation’s navy, as well as for its missile manufacturing sector, aviation, and armored vehicles. Zelenskyy stated:

“Last night, combat launches of F-5 Flamingo cruise missiles took place within the Armed Forces’ Deep Strike operation against several enemy targets, including military-industrial facilities in Cheboksary. The Ukrainian flamingos covered more than 1,500 kilometers. The struck military production site manufactured relay protection systems, automation, and low-voltage apparatus.”

The president also noted that 'the plant supplied navigation elements for the Russian Navy, missile industry, aviation, and armored vehicles. Everything that Russians use in the war against us-against Ukraine.' This highlights the strategic importance of the target and its role in Russia’s military operations.
