According to ХВИЛЯ: Speaking in front of Ukrainian ambassadors, President Volodymyr Zelensky confirmed that Rustem Umerov would take charge of the Foreign Intelligence Service of Ukraine, while Ihor Klymenko would assume the role of secretary of the National Security and Defense Council (NSDC). Umerov's portfolio will include overseeing new arrangements on drones, with agreements already signed with nine countries and discussions under way with 15 others. Those deals cover both the export of Ukrainian unmanned systems and the integration of drone-defense capabilities into the military structures of partner nations.

The president has sole authority to appoint or dismiss the intelligence service's chief. Currently, Oleh Luhovskyi is serving as acting head. Zelensky had earlier floated Klymenko's name for the NSDC secretary position, and the formal appointment is seen as a sign of the government's focus on shoring up national security.

Ambassadors' Mission: Diplomacy, Air Defense, and Arms Supplies

Umerov will also stay active on the diplomatic front, including in talks with the United States. In his address, Zelensky told ambassadors to support the creation of the "Freya" anti-ballistic missile shield in Europe and to secure steady deliveries of weapons.

"You must come back with weapons. That should be the KPI of every embassy," Zelensky stressed.

Additional priorities for Ukraine's ambassadors include:

• making regular visits to Ukraine;
• deepening engagement with the United States, Japan, India, and China.
