Sanctions Targeting Russia-Linked Individuals

According to Главком: Ukrainian President Volodymyr Zelenskyy has enacted a decree that implements a National Security and Defense Council (NSDC) decision to impose personal sanctions on five people. These measures, lasting a decade, also include the permanent revocation of any state awards previously granted by Ukraine.

The sanctioned individuals are:

  • Andriy Bohdan, former head of the Presidential Office, dismissed in February 2020;
  • Bohdan Pukish, a Ukrainian businessman and associate of Viktor Medvedchuk;
  • Alan Kiryukhin, a Russian businessman and manager of the A7A5 payment system;
  • Stanislav Pozdnyakov, a propagandist and official in Russia’s Olympic sports apparatus;
  • Mykhailo Mamiashvili, a propagandist and official in Russia’s Olympic sports apparatus.

The sanctions entail:

  • asset freezes;
  • suspension of trade operations;
  • prevention of capital outflows from Ukraine;
  • revocation or suspension of licenses and other permits;
  • a ban on participation in privatization and state property leasing.

EU Prepares New Sanctions Package

Separately, European Union member states have begun drafting their 21st sanctions package against Russia, with a primary focus on the energy sector. Margus Tsahkna noted,

“the main emphasis of the new restrictions will be on the energy sector”

, highlighting continued international efforts to counter Russian aggression and global influence.

These personal sanctions reflect Ukraine’s intensified push to curb Russian influence and bolster national security. At the same time, the EU’s upcoming package underscores a unified European stance against aggression, particularly in the strategically vital energy sector-key to regional stability.

As Ukraine intensifies its measures against individuals linked to Russian aggression, the European Union is simultaneously advancing its strategy. The latest sanctions package from the EU represents a significant escalation in efforts to target the energy sector, reflecting a coordinated international response to ongoing threats to regional stability.
