Ukraine Officially Enters the Global Arms Market: Zelenskyy Launches 'Drone Deals' Export Initiative
Introducing the 'Drone Deals' Framework
According to ХВИЛЯ: President Volodymyr Zelenskyy has convened an expanded meeting on Ukrainian arms exports, during which he announced a new cooperation model known as 'Drone Deals.' This initiative involves signing agreements for the production and delivery of Ukrainian-made drones, missiles, artillery shells, military vehicles, and software. Crucially, Ukraine will only export weapons after its own armed forces' requirements have been fully met.
Zelenskyy noted that Ukraine’s production capacity for certain weapons now exceeds domestic demand by up to 50%. He has instructed the Ministry of Foreign Affairs, intelligence agencies, and the Security Service of Ukraine to compile a list of countries that are banned from receiving Ukrainian arms due to their collaboration with the aggressor state. The National Security and Defense Council (NSDC) will oversee and coordinate all export procedures.
Assessing Needs and Setting Export Rules
The Ministry of Defense and the General Staff will determine the precise volume of weapons required by Ukrainian forces. Zelenskyy emphasized that

Interstate procedures will be governed by the principle of reciprocity, enabling both state institutions and manufacturers to move forward. Zelenskyy has tasked government officials and the NSDC with presenting the public with detailed information on the export process.
