According to Главком: During a private meeting with journalists, Ukrainian President Volodymyr Zelenskyy expressed concern about the uncoordinated export of weapons by Ukrainian companies abroad during wartime. He announced a strategic shift toward a model of ten-year intergovernmental contracts to ensure state oversight of defense deals. "The logic behind allowing exports during war is to generate revenue, which we can then use to order weapons from these same companies for the front lines. But some of them want to sell without coordinating with the state. That doesn't work."

He further warned,

"If 50 unapproved factories open abroad in parallel, it will be difficult. But that's a dead end."

According to data from the Stockholm International Peace Research Institute (SIPRI), Ukraine is the world's largest arms importer for the period 2021-2025, accounting for 9.7% of global deliveries. Its primary import partners are:

  • Germany (14%)
  • Poland (9.4%)

Germany, for its part, has streamlined its arms export procedures by introducing a special license to expedite deliveries to Ukraine and countries in the Persian Gulf.

Zelenskyy also stressed the importance of high-level political approval for defense agreements, noting,

"The U.S. is at peace, but a meeting must be approved at the political level-by the White House."

He cited examples from negotiations on drone supplies, pointing out the necessity for government-level coordination:

"I'm in France and want SAMP-T... I'm in Sweden, arranging for 'Gripens'... They say: 'Yes, it needs to be approved at the government level.'"
