Housing for IDPs: why billions of hryvnias do not meet the needs of millions of Ukrainians

Despite huge expenditures on housing programs for internally displaced persons, many Ukrainians remain without housing. The state has problems with accounting and determining the real needs of people who require support.

Some programs show low effectiveness, and the database on people's needs is inefficient. Only a portion of internally displaced persons have received housing or financial assistance. In such conditions, a new social rental housing program may not solve the problem without proper control and transparent procedures.

Ukraine has spent hundreds of millions of hryvnias on housing for internally displaced persons, yet many people still have not received the necessary support. Transparency, effectiveness, and control in the implementation of new housing programs can help address the issue of providing housing to those who truly need it.
