Ukraine has received funds to support internally displaced persons. Starting December 1, 2023, eligible individuals can apply for a housing voucher worth 2 million hryvnias through the 'Diia' app. This initiative provides IDPs with the opportunity to receive financial assistance for their housing needs.

Conditions for obtaining a housing voucher

The validity period of the housing voucher is five years. The housing purchased with the voucher cannot be disposed of during this time. Payments can be used to buy housing, invest in construction, or as a down payment for a mortgage. Prime Minister Yulia Svyrydenko announced the program on Telegram, noting that this is the first stage of a new housing assistance program for families whose homes are in temporarily occupied territories.

To apply for a voucher, certain criteria must be met. Among them:

  • status as a combat participant or a person with a disability as a result of war;
  • confirmed previous place of residence in temporarily occupied territories;
  • current IDP certificate;
  • absence of other housing in controlled territories;
  • absence of housing support from other programs.

These conditions aim to provide targeted assistance specifically to those who need it most.

The introduction of housing vouchers is an important step in supporting internally displaced persons in Ukraine, as they face numerous difficulties related to lack of housing. The program, which starts on December 1, could significantly alleviate the financial burden on these individuals and facilitate their integration into new communities. The effective implementation of this initiative may also serve as an example for other social programs aimed at assisting those affected by conflicts.
