Putin Holds Security Meeting After Strike

According to Главком: Vladimir Putin convened a meeting with top security officials to discuss the recent strike on Starobilsk. According to Russian claims, the attack damaged a school building and dormitory at the Starobilsk College, where 86 students were reportedly present. The meeting featured reports from the Defense Ministry, Emergency Situations Ministry, FSB, and Leonid Pasechnik. Pasechnik alleged that the strike was carried out by drones on the night of May 22, 2026. Russia's Investigative Committee head, Gennady Gutzan, named Ukrainian Armed Forces commanders as suspects in the attack.

The General Staff of the Ukrainian Armed Forces denied these allegations, stating that the target in the Starobilsk area was the headquarters of a Russian drone unit. According to their information, on the night of May 22, strikes also hit an oil refinery, ammunition depots, air defense systems, command posts, and enemy personnel. Specifically, the headquarters of the elite Russian military drone unit 'Rubicon' was struck. Rubicon had previously facilitated Russian advances on the Pokrovsk front in 2025.

Reactions and International Response

Commenting on the situation, Putin stated:

“The Kyiv leadership has decided to open a new chapter of their crimes-well, that is their choice.”

Against this backdrop, the Ukrainian General Staff emphasized that 'the Armed Forces of Ukraine strike exclusively at military objects and targets used for military purposes, adhering to the norms of international humanitarian law.'

Additionally, Russia has called an emergency session of the UN Security Council to discuss the situation. Investigators have also focused on the destroyed building of the Starobilsk Vocational College. According to CNN, Putin has not achieved any of the main goals of the full-scale invasion, underscoring the complexity of the situation and the heightened tensions between the parties.

This incident reflects the escalating conflict between Russia and Ukraine, with both sides accusing each other of attacking civilian infrastructure.
