September 28 Marks International Access to Information Day: Understanding Rights and Legislation in Ukraine

According to Велика українська енциклопедія: Every year on September 28, the world observes International Access to Information Day, also known as the Right to Know Day. This occasion highlights the fundamental human right to obtain information freely. In Ukraine, this right is enshrined in Article 34 of the Constitution, which states:

“Everyone has the right to freely collect, store, use, and disseminate information orally, in writing, or by any other means of their choice.”

Legal Framework Governing Information Access in Ukraine

The constitutional guarantee is further supported by several key laws, including:

• The Law on Citizens' Appeals

These regulations ensure that public information remains accessible to everyone. Authorities are legally required to respond to information requests within five working days, or in urgent situations, within 48 hours.
