How the average salary in Ukraine has changed: where the highest payments are
In October 2025, the average salary in Ukraine was 26,913 UAH, which is 1.1% higher than in September. The updated statistics were published by the State Statistics Service, which notes the uneven growth of income between regions. This is reported by Judicial and Legal Newspaper.
Average salary in Ukraine: where the highest earnings are
The highest average salaries are recorded in three regions:

Kyiv — 40,738 UAH

Luhansk region — 30,675 UAH

Dnipropetrovsk region — 27,892 UAH.
At the same time, in some regions, the average income is significantly lower:

Chernivtsi region — 19,343 UAH

Kirovohrad region — 19,920 UAH
-
Chernihiv region — 20,561 UAH.

As of November 1, wage arrears reached 3.7 billion UAH, indicating ongoing issues in certain sectors of the economy.
Average salary in Ukraine: which industries pay the best
In terms of economic activity, the highest salaries are earned by employees in the information and telecommunications sector — on average 65,047 UAH.

The lowest incomes are in the education sector, where the average salary is 16,984 UAH.
Experts note that further dynamics will depend on the recovery of the labor market and the stability of the economy, but regional disparities remain significant.
