What are the salary requirements for booking under the new regulation from July 3
New booking rules for military conscripts came into effect in Ukraine. After the changes that took effect on June 2, the government adopted another regulation that came into force on July 3 and clarified the transitional period. At the same time, the requirements for enterprises that want to obtain the status of critically important remain stricter than before. This is reported by Minfin.
Employee booking: what salary is required under the new rules
One of the main changes was the increase in the minimum average salary level at the enterprise.
Now, to arrange a booking, the average salary must be at least three minimum wages, which is 25,941 UAH per month.
For enterprises operating in frontline areas, the previous requirement of 2.5 minimum wages, or 21,818 UAH, remains.
In addition, the government has prohibited booking for employees working part-time. From now on, deferral can only be obtained for the main place of work.
New regulation from July 3: what has changed for business
Another mandatory condition for obtaining the status of a critically important enterprise is the absence of salary arrears and tax payments.
In addition to basic criteria, enterprises must meet one or more additional criteria approved by central executive authorities or regional military administrations.
Due to the update of these criteria, at the end of June, businesses began to report the risk of mass cancellation of existing bookings. At that time, the new requirements were published only by the Ministry of Economy and some regional military administrations, while in other regions the documents had not yet been approved.
To avoid this situation, the Cabinet of Ministers adopted regulation No. 862, which came into force on July 3 and changed the rules for the transitional period.
Transitional period for employee booking
After the rule updates, previously arranged deferments are not automatically canceled.
Enterprises received additional time to confirm their status as critically important under the new criteria and re-arrange employee bookings.
At the same time, the overall trend has not changed: the government is gradually tightening the requirements for both employers and employees who can receive deferrals from mobilization.
We remind you that the State Statistics Service published data on the average salary of employees in Ukraine for May 2026, which was 30,961 UAH.
