What salary is required for booking in 2026

Following the adoption of the state budget for 2026, Ukraine has strengthened the requirements for salary levels for booking of mobilized workers in critical enterprises. The key criterion remains linking incomes to the minimum wage with a multiplier. This is reported by RBK-Ukraine.

As explained by lawyer and partner at Grain Law Firm Lidia Karpliuk, the procedure for booking is regulated by the Cabinet's resolution No. 76 dated January 27, 2023. It defines the criteria for enterprises that are considered critical for the economy, the livelihood of the population, and the needs of the Armed Forces of Ukraine.

What salary is required for booking in 2026

According to the requirements, workers of such enterprises must receive a salary not lower than the minimum wage multiplied by a coefficient of 2.5 throughout the entire deferral period. Since the minimum wage is set at 8,647 UAH from January 1, 2026, the basic threshold is 21,617.50 UAH.

This figure is mandatory for both the individual worker and the average salary of the enterprise for the last calendar month.

How the booking of workers through Diia takes place

The booking procedure occurs entirely online through the Diia portal and operates around the clock. The main features of the mechanism are:

• applications are processed within 24 hours during the experimental period at the beginning of 2026;
• the system automatically cross-checks data with the 'Oberih' registry;
• in case of missing updated data or problems with military accounting, the application is rejected.

It is also noted that the recently adopted law allows enterprises in the defense industry to get full booking of workers for 45 days to resolve issues with fines in the military commissariat.
