Ukraine's Labor Market Success: 150,000 Internally Displaced Persons Now Employed

Integrating Displaced Ukrainians into the Workforce

Finding jobs for Ukrainians displaced by Russia's full-scale invasion is a key priority for the nation's social policy. Since the war began, approximately 150,000 internally displaced persons (IDPs) have secured employment. This figure highlights the government's active efforts to address the employment challenges faced by millions forced to flee their homes. The scale of displacement is one of the largest in Europe since World War II.

Over the course of the war, around 280,000 IDPs have sought assistance from employment specialists. In 2025 alone, 97,500 people used the services of the State Employment Service, with 42,500 of them successfully finding jobs. Furthermore, 7,900 individuals completed vocational training, and 5,400 received education vouchers. These diverse programs are designed to help IDPs adapt to new circumstances and rebuild their livelihoods.

Comprehensive Support Programs for the Displaced

Additional support provided to IDPs includes:

  • 1,300 microgrants;
  • 173 grants for starting a business;
  • Over 22,000 IDPs engaged in community service work.

This assistance benefits not only the recipients but also their host communities. Surveys indicate a promising trend, with 94.4% of employers expressing willingness to hire internally displaced persons.

Programs supporting IDPs are being actively implemented in regions including Dnipropetrovsk, Donetsk, and Kharkiv oblasts. This represents a crucial step toward social integration and economic recovery in a nation at war. Integrating this population is vital for national stability, as their employment and training help reactivate local economies in war-affected areas. The positive response from employers also signals a shift in attitudes that can further drive social cohesion and development.
