Consultations with Leaders from Frontline Communities
On February 26-27, consultations were held with leaders from 33 frontline communities across seven Ukrainian regions. The discussions focused on the outcomes of the winter season, infrastructure challenges, and the international aid provided during that time. These consultations were part of the Partnership for a Strong Ukraine (PFRU) program, with participants from Chernihiv, Sumy, Kharkiv, Donetsk, Kherson, Zaporizhzhia, and Dnipropetrovsk oblasts. This ongoing dialogue is crucial for coordinating efforts in areas most affected by the ongoing conflict.

During the aid period from October 2025 to February 2026, the communities received the following:
- 11 units of specialized equipment
- 16 general-purpose vehicles
- 664 units of IT and communications equipment
- 54 generators
- 41 charging stations
- 206 heaters
- over 200,000 liters of fuel
To build local capacity, approximately 800 residents participated in training sessions. For informational support, 107,000 printed materials were distributed, and a repository of emergency communications materials was created.
In total, the consultations covered 104 settlements, with 27 representing communities directly involved in the program. Donor countries for the Partnership for a Strong Ukraine program include the United Kingdom, Estonia, Canada, Norway, Finland, Switzerland, and Sweden.

The consultations underscore the critical need for cooperation between state bodies, local governments, and international partners during wartime. The provided aid and resources can significantly enhance the viability and resilience of these frontline communities. The participation of countries like the UK and Canada demonstrates sustained international backing for Ukraine, which remains essential. This multi-level dialogue ensures assistance is tailored to the communities' actual needs, fostering their recovery and development under extremely challenging circumstances.
