96% of discussion participants oppose the fare increase in Kyiv

The vast majority of Kyiv residents who participated in the public discussion of new transportation fares expressed their opposition to the increase in fare prices. Before the end of the consultations, 96% of participants did not support the proposed changes, which could come into effect as early as mid-July. This is evidenced by data on the Kyiv City State Administration website.

The public discussion of the project lasted from May 18 to June 1. During this time, over 1,300 people expressed their position.

According to the published data, 44 participants voted for the fare increase, while 1,317 opposed it. Thus, the share of opponents of the project stands at about 96%.

At the same time, residents of the capital actively sent their comments and proposals. Overall, 307 alternative versions and comments were submitted to the project.

Alternative fares proposed by civic activists

One of the most discussed options was prepared by the civic organization «Passengers of Kyiv».

It proposes the following fares:

  • 20 UAH for a ticket for 45 minutes;

  • 30 UAH for a ticket for 90 minutes;

  • 80 UAH for a daily pass;

  • 1000 UAH for a monthly pass.

The authors of the initiative propose transitioning to a time-based fare system rather than a rides-based one.

What KCSA plans to implement

Despite the voting results, the public discussion is of an advisory nature. This means that its outcomes do not obligate the city authorities to abandon the project or change its conditions.

Currently, the KCSA plans to increase fares starting July 15, 2026. If a decision is made, a single ride on public transport will cost 30 UAH. A pass for 46 rides will cost 1088 UAH, and the cost of an unlimited monthly pass will be 4875 UAH.

The discussion of new fares has become one of the most resonant city issues of recent weeks since the increase will affect hundreds of thousands of passengers who use the capital's public transport daily.
