Introduction of Mandatory Audio Recording in Ukraine

From January 1, 2026, mandatory audio recording of expert team meetings in healthcare institutions for evaluating their functioning will be implemented in Ukraine. This innovation stipulates that audio recording will take place during both in-person and remote evaluations, ensuring transparency in the expert process.

Until the specified date, January 1, 2026, the recording of meetings may be conducted at the initiative of the healthcare institution or the person making the request. This allows participants in the meetings to record discussions, but from 2026, this will become mandatory. The recordings made will be stored in healthcare facilities for three years, ensuring the availability of information about the conducted examinations.

Right to Obtain a Copy of the Audio Record

The right to obtain a copy of the audio recording arises from January 1, 2026. To do this, it is necessary to submit an application in any form, which can be in either paper or electronic format. It is important to note that public use of video or audio recordings without the consent of those present at the meeting is not permitted, emphasizing the need for confidentiality and ethics in the medical environment.

Thus, the introduction of audio recording of expert meetings will not only improve control over the quality of medical services but also ensure greater openness in the work of healthcare institutions.

The introduction of mandatory audio recording of expert team meetings is an important step towards increasing transparency and accountability in Ukraine's medical sector. This innovation, which will come into effect in two years, will be part of a broader reform of the healthcare system aimed at improving the quality of medical services and protecting patient rights. The implementation of this measure may influence public trust in medical institutions and contribute to raising service standards in the country.
