Ministry Denies Automated Fines for Paper Insurance

Ukraine's Ministry of Internal Affairs has refuted claims circulating online that drivers will be automatically fined for not having an electronic Compulsory Motor Third-Party Liability (CMTPL) insurance policy. The Ministry clarified that implementing such an automated system would require both legislative amendments and technical upgrades to the traffic enforcement infrastructure. Currently, this violation is only recorded by police officers during traffic stops.

According to the Ministry's statement, there is currently no legal basis for using automated camera systems to penalize drivers for lacking electronic insurance. This would necessitate changes to Ukraine's Code of Administrative Offenses and related by-laws, which must explicitly allow for the automated recording of this specific violation. Furthermore, the existing automated enforcement system is not yet technically configured to detect the absence of insurance. Both the technical and regulatory aspects of this issue will be addressed in the future. The public will be informed well in advance through official channels if automated fines for this offense are to be introduced.

Shift Towards European Standards

In related news, Ukraine is aligning its regulations with European standards for the working and rest hours of commercial drivers. These new rules will come into force on July 26, 2026. Additionally, as of March 6, 37 new automated traffic enforcement cameras have been deployed on Ukrainian roads, as announced by Oleksiy Biloshitsky, First Deputy Head of the Patrol Police Department.

The Ministry also reiterated its previous denial of the rumor that 'paper won't save you: drivers without electronic insurance will be fined automatically,' labeling it as false information.

The Ministry's rebuttal underscores that introducing automated fines for lacking electronic insurance requires not just legal changes but also significant technical preparation of the enforcement system. This process is crucial for ensuring a proper legal foundation for such initiatives and for maintaining public trust in law enforcement. The move towards European standards for commercial drivers highlights Ukraine's ongoing efforts to integrate with European legal frameworks, which is expected to improve road safety and driver accountability.
