Head of Ukrainian military intelligence Kyrylo Budanov stated that despite the deterioration of President Putin's health, the power system in Russia remains strong. He emphasized this in a conversation with Nataliia Moseichuk, comparing the Russian political model with the Ukrainian and noting their differences in power transfer and stability of institutions.
I do not like to say this, and it will probably be unpleasant for everyone to hear: their system is quite strong and stress-resistant.
Budanov noted that the Russian elite acts unanimously according to protocol even in difficult situations, and the deterioration of Putin's condition will not lead to radical changes in the power system, as it is already programmed for continuity. Over the long years of Putin's rule, a generation has formed in Russia that has no knowledge of any other reality except the existence of one president, which only exacerbates the inertia of this system, he believes.
The famous Ukrainian military intelligence officer also compared the Russian political model to classical totalitarianism, highlighting its systematic nature and predictability, which ensure stability similar to the model of North Korea, where power is passed down through dynasties for decades.
