Fuel Price Overview in Ukraine

As of July 9, 2026, gas station chains across Ukraine have kept their fuel prices unchanged. The average cost of A-95 gasoline stands at 76.23 hryvnias per liter, while diesel fuel is priced at 77.01 hryvnias per liter. According to the publication Glavkom, here is how fuel prices break down across the seven largest gas station networks:

  • UPG network: A95 - 73.90 UAH, A95+ - 75.90 UAH, Diesel - 74.90 UAH, Diesel+ - 76.90 UAH, A100 - 84.90 UAH, Gas - 38.40 UAH.
  • OKKO network: A95 - 78.90 UAH, A95+ - 81.90 UAH, Diesel - 79.90 UAH, Diesel+ - 82.90 UAH, A100 - 88.90 UAH, Gas - 41.90 UAH.
  • WOG network: A95 - 78.90 UAH, A95+ - 81.90 UAH, Diesel - 79.90 UAH, Diesel+ - 82.90 UAH, A100 - 88.90 UAH, Gas - 41.90 UAH.

Cashback Program and Market Dynamics

A fuel cashback initiative, active from March 20 to May 31, 2026, provided consumers with compensation: 15% for diesel, 10% for gasoline, and 5% for autogas. Some 2.3 million Ukrainians took advantage of this program.

Diesel prices in Ukraine have surged by 33.9%, driven by several factors. A key reason is the shutdown of the country's largest oil refinery, which has pushed over 85% of light petroleum product supply to rely on imports. Between February 26 and March 31, 2026, diesel costs rose by 86%, while import prices increased by 58%. Over the same period, gas station prices climbed by 39%, and average gasoline prices went up by 16%.

The Antimonopoly Committee of Ukraine has stated that it does not see monopolistic behavior in the market.

Other contributing factors to the price hikes include rising demand, shrinking supply and inventory levels, higher logistics costs, and the inability to compare storage conditions and volumes for fuel within Ukraine.

The fact that fuel prices have remained steady despite the sharp rise in diesel costs and the refinery shutdown points to relative market stability. The earlier cashback program may have partly eased the financial burden on consumers, but ongoing shifts in imports and demand continue to shape market conditions. With the Antimonopoly Committee finding no evidence of monopoly practices, the situation remains complex, calling for continued monitoring and potential adjustments to fuel market regulation.
