Integrating Men into the Economy and Defense Forces

Ukraine’s Economy Minister Oleksiy Sobolev has indicated that roughly two million men who failed to update their military registration records may be channeled into either the workforce or the Armed Forces. The Ministry of Economy, in coordination with the Ministry of Defense, is developing strategies to tap into this human resource.

“Because under martial law, as we have today, a person must either work or fight. So we are exploring options with them—what procedures to simplify and what steps to take—to bring people into either the economy or the Defense Forces.”

Employee Reservation System

Ukraine has also reported that over 1.3 million workers are currently reserved from military service. The number of reserved personnel has fluctuated between 1.1 million and 1.3 million. Sobolev emphasized that this reservation system has been operational for several years and will remain within these parameters:

“The number of reserved individuals now exceeds 1.3 million. Over the past few years, it has ranged from about 1.1 million to 1.3 million.”

It is also worth noting that military enlistment offices and support units have been confiscating citizens’ mobile phones during medical board examinations. The process of updating mobilization legislation is in its final stages, and Ukraine has been meeting its minimum mobilization targets for the last six months.

Bringing men who have not updated their military records into the economy or defense forces could significantly shape Ukraine’s mobilization efforts. This reflects the government’s attempt to optimize resources under martial law, where balancing economic activity and national defense is critical. The employee reservation system remains stable, underscoring the need to preserve the workforce during a crucial period for the economy.
