Concerns of the European Business Association regarding draft law No. 14245
The European Business Association (EBA) has expressed concern about draft law No. 14245, which relates to the control of tobacco raw material production and circulation. The association points out the risks to business and the economy that may arise from the implementation of this draft law. In particular, the EBA notes that the draft law could significantly impact the tobacco product market in Ukraine.
Draft law No. 14245 was proposed on November 25, 2025. It stipulates the obligation to use tobacco raw materials of Ukrainian origin. The EBA believes that this provision violates Article 42 of the Constitution of Ukraine and the Law 'On the Protection of Economic Competition'.
