Ukraine's New Patient Assessment System: First-Year Report Reveals Over Half a Million Decisions and Patient Feedback

Analytical Report from Ukraine's Ministry of Health

The Ministry of Health of Ukraine has published an analytical report detailing the first year of operation of the System for Assessing Daily Functioning (ECOPFO) in 2025. This report provides quantitative data on the new system's performance, results from a patient survey, and outlines the next steps for its development.

According to the report, more than 1,300 expert teams are now operational across Ukraine, involving approximately 7,000 physicians in the assessment process. Over the course of the year, the electronic system processed and finalized more than 554,000 decisions. The average waiting time for a case review in 2025 was 19 days.

Patient Survey Findings

In December 2025, the Ministry also conducted an online patient survey, which included respondents from various regions. The survey results indicated:

  • 66.4% of respondents stated that the assessment procedure was clear to them.
  • 45.4% of respondents noted positive changes compared to the previous system.
  • 54.9% reported that the preparation for the assessment was understandable.
