Consumer Advocate Warns on EV Viability in Ukraine

Oleh Popenko, head of the Ukrainian Union of Consumers of Utility Services, has highlighted significant hidden risks and infrastructure challenges for electric vehicle (EV) owners in Ukraine. He pointed to potential shifts in electricity tariffs and new taxes as key factors that could dramatically increase the cost of operating an EV. This warning comes as many countries are incentivizing EV adoption, but Ukraine's energy market faces unique pressures.

Earlier this year, Ukraine's parliament, the Verkhovna Rada, debated proposals to introduce additional fees for electric cars, which would add to the financial burden for owners. Currently, a kilowatt-hour of electricity costs 4.32 hryvnias, but forecasts suggest the price could rise to 5.5 hryvnias this year. In the coming years, the cost per kilowatt-hour may reach 7.5 to 8 hryvnias. Such increases could severely undermine the economic rationale for using an electric car, especially for those who need it for long-distance travel.

The Practical Hurdles of Charging

Popenko noted that an electric car is ideal for daily trips of 100-200 kilometers if the owner lives in a private home. However, charging the battery can take 7-8 hours, creating a major obstacle for residents of multi-story apartment buildings.

“Charging an electric car in an apartment building is prohibited because not just a single phase, but the entire building's wiring could fail,” emphasized Oleh Popenko.

Furthermore, he stated that

“the state will always find a way to impose costs—by setting high electricity tariffs or introducing some additional taxes for using an electric car.”
These factors could become serious barriers to popularizing electric vehicles in Ukraine unless infrastructure and tariff policy issues are resolved.

Popenko's warnings underscore the need for a comprehensive strategy for developing electric mobility in Ukraine. Considering tariff policy and infrastructure is critically important for encouraging a shift to eco-friendly transport. Without proper state support and adaptation of existing regulations, the promotion of electric cars may remain merely a topic of discussion.
