According to ХВИЛЯ: The recent rise in electricity prices in Ukraine has sparked public debate, fueled by comments from Oleg Popenko, head of the Consumers Union of Utility Services. Popenko asserts that this tariff increase is not connected to repairing the national power grid, which has sustained massive damage from Russian missile attacks. He pointed to the substantial funding already secured by companies operating in the energy sector as evidence that ample money exists for infrastructure restoration.

Funding for the Energy Sector

The National Bank of Ukraine had previously forecast a potential rise in electricity costs. It is widely acknowledged that the Russian Federation bears responsibility for the destruction of the energy system. Ukrenergo, a key operator, secured a €40 million tranche from international investors, demonstrating continued international support. Furthermore, the government allocated over a billion hryvnias to the company Centrenergo, while the private firm DTEK reports raising billions for its own repair operations.

“It's important to understand that there is more than enough money in Ukrainian energy. Energoatom sells electricity on the market at a 700% profit margin. Net profit. The money is there; we have nothing to do with it,” stated Oleg Popenko.

Oleg Popenko emphasized that the Ukrainian energy sector has sufficient funds. He added that 'there is fundamentally no connection between the tariff increase and energy restoration. And we definitely have the money for it,' stressing the need for a clear public understanding of the sector's financial situation. This debate occurs against the backdrop of a wartime economy where utility costs are a major burden for households.
