EU Drafts Peace Demands for Russia and Eyes Ukraine's Membership by 2027

EU Document on Russia and Ukraine's Membership Path

The European Union is preparing a document outlining demands for Russia as part of peace negotiations concerning Ukraine. Concurrently, it is discussing a potential timeline for Ukraine's gradual accession to the bloc by 2027. This dual-track process faces significant resistance due to procedural, budgetary, and political hurdles. The EU's High Representative for Foreign Affairs, Kaja Kallas, has circulated a confidential draft among member states aimed at securing a comprehensive, just, and lasting peace and security in the region. This initiative comes as the EU seeks to define a concrete post-war security framework for Eastern Europe.

Demands on Russia

The draft document, prepared for discussion among member state ambassadors on February 17, contains specific demands for Russia. These include:

  • Reducing and withdrawing Russian military forces from Belarus, Ukraine, Moldova, Georgia, and Armenia;
  • Renouncing any legal claim to occupied Ukrainian territories and demilitarizing them;
  • Halting disinformation campaigns, cyberattacks, airspace violations, and election interference;
  • Prohibiting the deployment of nuclear weapons in Belarus;
  • Providing compensation for damages to Ukraine, EU member states, European companies, and for environmental harm;
  • Holding free elections under international observation;
  • Releasing all political prisoners;
  • Returning all deported civilians and children;
  • Repealing 'foreign agent' laws;
  • Ending the persecution of independent media;
  • Conducting full investigations into the deaths of Alexei Navalny and Boris Nemtsov.

The document is expected to be reviewed at a meeting of foreign ministers on February 23. Regarding Ukraine's potential membership, the country became an EU candidate in 2022. The European Commission's own assessment at the end of 2025 found Ukraine sufficiently prepared in only a few of the 33 required policy chapters. For context, Montenegro, over 13 years of negotiations, has closed 13 chapters, illustrating the complexity of the process. Any change to the accession methodology requires unanimous approval from all 27 member states, which could pose difficulties for Ukraine.

Ukrainian President Volodymyr Zelenskyy has stated the country will do everything to be technically ready for EU accession by 2027. However, Latvian Foreign Minister Edgars Rinkēvičs noted that there is currently no readiness among EU leaders to agree on a specific date. Next week, Brussels also anticipates discussions on a 20th sanctions package against Russia ahead of February 24, further highlighting the EU's active engagement on security and cooperation with Ukraine.

Beyond Ukraine, Albania, Bosnia, Serbia, Moldova, Georgia, Kosovo, Montenegro, North Macedonia, and Turkey also seek EU membership, demonstrating the broad range of candidates and the complexity of integration processes in the region.

The preparation of this demands document signals the EU's serious intent to ensure peace and stability in Ukraine and neighboring countries. It also underscores the importance of European integration for Ukraine's security and economic development. Given the arduous nature of the EU accession process, Ukraine will need to overcome numerous challenges to meet membership criteria, a task that will require significant time and state effort. It remains an open question how swiftly and effectively these plans can be realized amid ongoing global political instability.
