Estonia's Appeal to the European Commission
Estonia, together with allied nations, plans to petition the European Commission to remove from EU funding programs—including Erasmus+ and other support schemes—any sports organizations that facilitate the return of Russia and Belarus to international competitions. This proposal targets the International Olympic Committee (IOC), the International Fencing Federation, and the International Swimming Federation.
The appeal will be sent to Glenn Mikkala, the European Commissioner for Intergenerational Fairness, Youth, Culture, and Sport. Excluding these organizations from funding means they are actively working to reintegrate Russia and Belarus into global sporting events, a move that has raised alarms across Europe.

The IOC's Stance and European Countermeasures
The IOC Executive Board recently recommended lifting restrictions on Russian athletes participating in international competitions. Furthermore, the board temporarily suspended the ban on the Russian Olympic Committee (ROC), which had been in place since October 12, 2023. This decision followed a review by the IOC Legal Commission, which noted that the ROC no longer includes regional sports organizations from territories under the jurisdiction of the National Olympic Committee of Ukraine. The ROC has confirmed it does not operate in those areas.
The IOC will continue to closely monitor the situation and reserves the right to take further action if deemed necessary. Meanwhile, EU member states are emphasizing the need to uphold principles aligned with shared values and accountability toward Ukraine.
