FOPs in Ukraine are Growing: 40% More Registrations in the Fourth Quarter of 2025

Growth in the Number of New Individual Entrepreneurs in Ukraine

In the fourth quarter of 2025, Ukraine observes an increase in the number of new individual entrepreneurs compared to the same period in 2024. According to data, approximately 58.2 thousand individual entrepreneurs were registered in October-December 2025, which is 40% more than in the fourth quarter of 2024 when about 41.6 thousand new FOPs were registered.

At the same time, during the same period, 50.5 thousand individual entrepreneurs ceased their activities. Among the new registrations, the largest share is occupied by entrepreneurs in retail - 16.5 thousand, as well as in the IT industry - 7.7 thousand, and in other services - 6.9 thousand. It is important to note that in the fourth quarter of 2025, about 61% of new FOPs were registered by women, while in 2024 this figure was 63%.

Regional Features and the Impact of New Tax Regulations

Kiev, as one of the largest centers of entrepreneurship in Ukraine, has nearly 8 thousand new FOP registrations in the specified period. Six regions - Kiev, Dnipropetrovsk, Lviv, Kyiv, Kharkiv, and Odesa - accounted for more than half of all new registrations of individual entrepreneurs in Ukraine.

Despite the increase in new registrations, the implementation of new tax regulations for individual entrepreneurs is planned no earlier than 2027, which may affect the further development of entrepreneurship in the country.

The growth in the number of new individual entrepreneurs indicates an activation of entrepreneurial activity in Ukraine, despite the existing challenges. This trend may be linked to the recovery of the economy after crisis phenomena, as well as the population's need for new opportunities for self-employment.

However, despite positive changes, the issue of implementing new tax regulations remains relevant and could significantly impact the stability and development of business in the coming years.
