Who can receive financial assistance from UNHCR for IDPs in the fall of 2025

Residents of the Sumy region, who were forced to leave their homes due to hostilities, can apply for financial assistance under the program of the UN High Commissioner for Refugees (UNHCR) and the charity fund "Right to Protection". The payments are calculated for three months and are aimed at supporting internally displaced persons from the most vulnerable categories. News.LIVE reports about this writes.

Who is eligible for assistance from UNHCR in the fall of 2025

According to the UNHCR press service, registration for receiving financial assistance will take place in the Boromlyanska community of the Sumy region. Here, a mobile team of the charity fund will be working on October 23, 2025.

The right to receive assistance is available to:

  • IDPs who left settlements where mandatory evacuation was announced no more than six months ago;
  • citizens who returned home after leaving, but not earlier than six months ago;
  • Ukrainians who returned from abroad after the beginning of the full-scale war.

It is also important that applicants have not received similar payments from other organizations in the last three months and have a low income level.

Who belongs to the vulnerable categories

Priority is given to families and individuals in difficult life circumstances.
The vulnerable categories include:

  • families with one of the parents with children or elderly people;
  • single pensioners over 55 or individuals raising children without support;
  • families that include people with disabilities or chronic illnesses.

How much will be paid and how to apply for assistance

The amount of financial assistance is 3,600 hryvnias per person per month, which means 10,800 hryvnias for three months.
Registration for residents of the Boromlyanska community will take place on October 23 (Thursday). You can sign up by phone at 063 182 68 38.

To receive payments, you must have:

  • a passport or an identification document;
  • an identification code;
  • an IDP certificate;
  • bank account number (IBAN).

Organizers note that during the application process, the authenticity of documents will be verified to avoid repeated assistance to the same individuals.

How the UNHCR assistance program works in Ukraine

The program is implemented by UNHCR in collaboration with Ukrainian charitable organizations, including the charity fund "Right to Protection". The initiative aims to support internally displaced persons who have lost their homes, jobs, or are in a difficult financial situation due to the war.

Such payments are not a one-time action, but part of a long-term humanitarian program that has been ongoing since 2022. 

Earlier, we reported that in 2025 UNHCR requested $550 million for assistance programs for Ukrainians, but currently, only 45% of this request is funded.
