Indonesia has become the first country to nationally block access to the Grok platform due to the spread of sexualized deepfakes. This decision was made on January 11, 2026, in response to the widespread dissemination of obscene content on platform X. The Minister of Communication and Information Technology of Indonesia, Meutia Hafid, emphasized the seriousness of this issue, stating that the government views the practice of creating sexual deepfakes without consent as a serious violation of human rights, dignity, and the safety of citizens in the digital space.

Zero tolerance policy

Indonesia has a zero-tolerance approach to the spread of 'obscene' content, and this decision is part of the government's efforts to combat such phenomena. Despite the platform X's commitment to block users creating obscene content, these measures have still not been effective, which has been one of the reasons for shutting down access to Grok.
