A historic wing at 9 Reitarska Street in Kyiv has been granted status as a newly identified cultural heritage site, following a public campaign that gathered over 6,000 signatures for its preservation. This successful petition, which gained the support of the city authorities, marks a crucial victory in protecting this architectural landmark. Constructed in the 1860s, the building faced the threat of redevelopment after a fire on October 5, 2025. This case highlights the ongoing tension in historic cities between development pressures and the preservation of architectural character.

Petition Results and Official Response

The signature drive for petition #13860 began in November 2024, ultimately collecting 6,111 signatures. This public outcry prompted action from the city administration. A project for repairs with a two-story addition, submitted on October 23, 2025, had sparked significant public opposition. However, the active efforts and concern of local residents managed to halt the redevelopment plans.

Kyiv Mayor Vitali Klitschko announced the results of the petition's review, confirming support for the initiative to preserve the wing. A city official, Volodymyr Bondarenko, also assured that

“there will be no development in the Shevchenkivskyi district at 9 Reitarska Street, where the 'Courtyard with Crows' is located.”

Furthermore, Order No. 79, issued by the Department for the Protection of Cultural Heritage on December 23, 2025, was a vital step in the official process of recognizing the wing as a cultural heritage object. This action aligns with the procedures for registering such sites established by Order No. 158 of the Ministry of Culture of Ukraine on March 11, 2013, underscoring the importance of preserving these historical buildings for future generations.

The preservation of the historic wing on Reitarska Street serves as a powerful example of community mobilization in safeguarding cultural heritage. The petition's success demonstrates that Kyiv's residents are prepared to fight for their history and architectural legacy.
