Ukraine Launches Online Calculator to Clarify Government Service Fees

The Ukrainian Cabinet of Ministers has approved a pilot project to introduce a digital cost calculator on the Diia government services portal. This initiative will initially cover 18 common paid services, providing citizens with clear and upfront information about administrative fees. This move is part of a broader digital transformation effort to make government interactions more user-friendly.

Revised Administrative Fee Structure

Parliament has backed draft law No. 4380, which updates the nation's administrative fee schedule. According to the new changes, the fees will be set as follows:

  • Registering a place of residence will cost 13.60 UAH,
  • Registering a marriage will cost 0.85 UAH.

However, a minimum administrative fee of 20 UAH will be applied. Notably, the fee for marriage registration will see a significant increase, rising to 200 UAH.

The plan stipulates that these administrative fees will be reviewed at least once every three years. Among the services that will be available for cost calculation through the new digital tool are:

  • marriage registration,
  • passport issuance,
  • driver's license processing, and
  • residence registration.
The Ministry of Digital Transformation's press service stated: 'We will analyze the collected data and prepare a report for the Government.'

Consequently, this new instrument aims to enhance transparency in public service delivery and simplify citizens' access to information about associated costs.

The introduction of the digital calculator on the Diia portal could substantially alter how administrative services are accessed in Ukraine by ensuring citizens are informed about service expenses upfront. This transparency may simplify the planning and procurement of services, reducing the potential for misunderstandings over pricing. Furthermore, the triennial review of fee structures could help adapt tariffs to economic realities, potentially fostering greater fairness in the provision of state services.
