Kyiv City Council Approves Compensation for Residents with War-Damaged Homes

One-Time Aid for Kyiv Residents

The Kyiv City Council has approved a program to provide one-time financial assistance to residents whose homes have been damaged due to utility network failures caused by shelling since January 1, 2026. This aid is part of the city's ongoing response to the impacts of the war. The amount of assistance is set at 40,000 hryvnias per household, with an additional payment available for low-income citizens who already receive state aid. To apply, residents must submit an application and supporting documents to the Department of Social Policy of the Kyiv City State Administration.

City deputies passed this decision on February 10, 2026. The aid program aims to support Kyiv residents affected by the consequences of attacks, particularly following the assault on January 24, 2026, which left approximately 600 apartment buildings in the Desnianskyi district without electricity, water, and heating. The measure is intended to facilitate urgent housing repairs and help residents return to normal living conditions.

Eligibility and Application Requirements

The aid payment is allocated per household and will be issued to one of the owners or co-owners. For low-income Kyiv residents who receive state assistance, an additional payment equivalent to one more subsistence minimum is provided. To apply for this aid, a set of documents must be prepared, including:

  • passport and identification code;
  • proof of property ownership;
  • a certificate from the building management company, homeowners association (OSBB), or housing office confirming damage to the networks;
  • bank details for the payment transfer.

Applications can be submitted in person at the public reception office, located at 7 Liubomyra Huzara Street, office 116, or via email at social@kyivcity.gov.ua. For further clarification, residents can call 044-366-59-70.

This decision by the Kyiv City Council reflects the local government's efforts to support residents who have suffered damage due to military actions. The aid payment represents a significant step in restoring infrastructure and improving living conditions for those affected, providing them with necessary financial support during a difficult time.
