Trump and Putin’s Visits to China: A Tale of Two Strategies

China’s treatment of U.S. President Donald Trump and Russian leader Vladimir Putin during their respective trips to Beijing revealed starkly different diplomatic tactics. Trump’s three-day visit aimed to stabilize the strained U.S.-China relationship, while Putin’s two-day trip focused on deepening the strategic alliance between Russia and China. Although no joint declarations or agreements were signed with Trump, after his departure, China announced the purchase of $17 billion worth of agricultural products and 200 Boeing aircraft. In contrast, Putin’s visit resulted in over 40 agreements and a joint declaration, yet a deal on the 'Power of Siberia-2' gas pipeline remained elusive.

This was Trump’s second trip to China as U.S. president. During his three-day stay, he received a private tour of the Temple of Heaven and strolled through the imperial gardens of Zhongnanhai. Putin, however, spent most of his two-day visit at the Great Hall of the People. No formal agreements were signed at the summit with Trump, but according to George Chen,

“Beijing clearly calculated Trump’s personality, which prioritizes VIP status and public displays of respect in front of cameras.”

After Trump left, China announced annual purchases of $17 billion in agricultural goods and 200 Boeing planes. For Putin, more than 40 cooperation agreements were signed in trade, technology, and media, along with a joint declaration labeling both nations as key centers of power in a multipolar world. However, the energy sector remained the cornerstone of Russia-China relations, though the 'Power of Siberia-2' pipeline agreement was not reached.

Taiwan: Divergent Stances

On Taiwan, the two countries took opposing positions. Xi Jinping made it clear to Trump that Taiwan is the most critical issue in bilateral relations. On his return, Trump described arms sales to Taiwan as a 'very good bargaining chip.' Conversely, Russia officially condemned any form of Taiwanese independence and expressed support for Beijing’s unification efforts. Both sides voiced shared concerns over Japan’s accelerated remilitarization.

Trump’s arrival in Beijing was marked by a military band, an honor guard, and hundreds of flag-waving young people. He was greeted at the plane steps by Chinese Vice President Han Zheng. Against this backdrop, some analysts noted that 'the nature of these arrangements remains unclear,' as Klaus Sung pointed out. Meanwhile, Lyle Morris emphasized that 'this is a huge setback for the Kremlin.'

The visits by Trump and Putin to China highlighted the contrasting strategies the U.S. and Russia employ in their relations with Beijing. During Trump’s visit, China emphasized economic cooperation, showcasing a willingness to trade even without formal agreements. In contrast, Putin’s visit stressed political and military collaboration, signaling a growing strategic alliance between Moscow and Beijing. These events carry long-term implications for global politics, particularly amid tense U.S.-China relations and the impact of the Russia-China partnership on regional security.

As the diplomatic landscape shifts, the contrasting receptions of Trump and Putin in Beijing highlight China's strategic priorities. While Trump's visit was marked by a calculated approach to manage bilateral tensions, the low-level greeting he received has sparked discussions about the underlying dynamics of U.S.-China relations.
