Formal Suspicions Announced
A former first deputy director of Kyiv's Department of Transport Infrastructure has been formally notified of suspicion for embezzling public funds. The case centers on the 2017 purchase of an unused rotary car park system for 3.6 million hryvnias, which was designed to hold 10 vehicles but was never installed. This incident highlights ongoing challenges in Ukraine's post-2014 efforts to combat corruption in public procurement.
Failed Installation and Eventual Scrapping
Plans to install the parking structure in the courtyard of the Kyiv City State Administration building on Khreshchatyk Street were unfeasible. According to responses from the Kyiv City Council, the site lacked sufficient space and was crisscrossed with underground utilities, making installation impossible. Despite this, the former official signed an acceptance certificate for the equipment. The unused structures eventually rusted and were written off as a total loss.
Technically, the rotary parking system had a projected service life of at least 15 years. As a result of this failed project, the Kyiv city budget suffered losses exceeding 3.6 million hryvnias. In December 2025, the former director of the Department of Transport Infrastructure was notified of suspicion of official negligence under Part 2 of Article 367 of Ukraine's Criminal Code. The Podilskyi District Prosecutor's Office of Kyiv is providing procedural guidance in the case.
This case underscores the critical need for oversight in the use of public funds and for effective management of infrastructure projects.
Given the constraints of a municipal budget, wasteful spending on unused or unnecessary projects can lead to significant financial losses for the city. The situation also raises serious questions about the quality of tender processes and contractor selection for public transport and infrastructure works.
