Ukraine's former acting Minister of Culture and Information Policy, Rostyslav Karandieiev, has been formally notified of suspicion for allegedly helping eight men of draft age illegally cross the state border. According to investigators, after border guards initially denied these individuals permission to leave, Karandieiev sent a second letter to the State Border Guard Service requesting their exit as members of a musical group. His actions are being prosecuted under Part 2 of Article 332 of the Criminal Code of Ukraine.

Karandieiev served as acting minister for over a year. The eight men of conscription age who left Ukraine have not returned. In a March 2025 interview with the publication 'Glavkom,' Karandieiev acknowledged instances where men who traveled abroad using support letters from the Ministry of Culture did not come back. He stated that during foreign tours of certain creative groups, between three and five members remained abroad.

The pre-trial investigation is currently being conducted by the National Police of Ukraine. The Prosecutor General's Office stated:

“A position does not grant the right to circumvent the law. A state document cannot serve as a cover for a scheme. And during wartime, the responsibility of high-ranking officials must be greater, not lesser.”

The investigation is ongoing, and further details may emerge in the near future.
