Constitutional Court Unveils New Book Marking 30 Years of Ukraine’s Constitution

Ceremonial Session Held at Ukraine’s Constitutional Court

On July 1, 2026, the Constitutional Court of Ukraine hosted a formal meeting of its Scientific Advisory Council to celebrate the 30th anniversary of the country’s Constitution. During the event, a collective monograph titled 'The Constitution of Ukraine Through the Lens of Time: Three Decades of Constitutional Development and Challenges' was officially presented. The publication commemorates not only the Constitution’s milestone but also the founding of the Constitutional Court itself.

The launch was attended by members of the judiciary and legal scholars. Among those present were:

  • Acting President of the Constitutional Court of Ukraine, Oleksandr Petryshyn
  • Justices Oksana Hryshchuk, Yuriy Barabash, Viktor Kychun, and Petro Filyuk
  • Head of the Court’s Secretariat, Viktor Beschastnyi
  • Chair of the Court’s Scientific Advisory Council, Oleksandr Skrypniuk
  • Academic Secretary Liubomyr Letnianchyn (participating online)

The ceremony was moderated by Justice Oksana Hryshchuk, who also chairs the Court’s Standing Commission on Scientific Support.

Significance of the Constitution’s Anniversary

The monograph was presented as part of Constitution Week, a series of events marking three decades since the adoption of Ukraine’s Constitution. This anniversary carries special weight as it occurs during wartime. The publication was developed with support from the OSCE Programme for Ukraine, under the project 'Strengthening Constitutional Justice: Enhancing the Institutional Capacity of the Constitutional Court of Ukraine to Promote Gender Equality, Human Rights Protection, and the Rule of Law.'

Oleksandr Petryshyn remarked that 'the monograph’s presentation is a significant occasion for both the Court and the broader legal community. It offers a chance for professional reflection on the constitutional journey so far, discussion of current challenges, and identification of future directions.'

This event marks a major milestone in Ukraine’s history, as the Constitution’s 30th anniversary symbolizes both achievements and the difficulties the nation faces under current conditions.
