Proceedings at Ukraine's Constitutional Court
On March 12, 2026, the Grand Chamber of Ukraine's Constitutional Court continued its review of several cases based on constitutional petitions. During closed plenary sessions, the Court decided to terminate one proceeding entirely and extended the deadlines for reviewing others. The Court also declined to open proceedings for several constitutional complaints.
Cases Under Review
The review deadlines were extended for constitutional petitions submitted by:
- 51 Members of the Ukrainian Parliament
- The Supreme Court of Ukraine
- 53 Members of the Ukrainian Parliament
- The Ukrainian Parliament Commissioner for Human Rights
The Third Panel of Judges of the Second Senate initiated the extension of the deadline for issuing rulings until April 28, 2026.
A key development was the termination of proceedings in a case initiated by a constitutional petition from 45 Members of Parliament. This case concerned the constitutionality of provisions within the Law of Ukraine 'On the Judiciary and the Status of Judges' dated June 2, 2016 (No. 1402–VIII), as well as specific provisions of several procedural codes.
Simultaneously, the Court issued final rulings refusing to open constitutional proceedings regarding the following individuals and organizations:
- Olena Pavlivna Lisovets
- Kateryna Hryhorivna Lopushanska
- Mykola Oleksiiovych Chaus
- The enterprise of the civic association 'USER' of the All-Ukrainian Public Organization of Persons with Disabilities, Users of Psychiatric Care 'USER'
The Court also extended the review period for cases concerning these individuals and entities:
- N.V. Vaskevych
- I.V. Kolomoiskyi
- T.L. Samborska
- Private Joint-Stock Company 'KINTO'
- Limited Liability Company 'Petroleum 2021'
- Limited Liability Company 'Dolynivske'
These decisions underscore the ongoing public scrutiny of the Constitutional Court's Grand Chamber and highlight the significance of constitutional review in Ukraine. The Court's work is a cornerstone of the country's legal system, ensuring adherence to the Constitution and the protection of citizens' rights. The closure of the case on judicial reform and the extensions for other reviews reflect the complex and sensitive nature of ongoing legal debates concerning Ukraine's judiciary and human rights protections, with potential implications for future legislation.
