Only 3% of Ukrainian drivers will receive fines for traffic violations in Poland

Polish speed cameras are increasingly capturing traffic violations by vehicles with Ukrainian registration. However, the vast majority of such drivers evade fines due to the lack of data exchange mechanisms between countries. This is reported by InPoland.

More than half of violations among vehicles from outside the EU are committed by Ukrainians

In 2025, the automatic control systems on the roads of Poland recorded over 1.3 million traffic violations. About 120,000 of these cases involved vehicles registered outside the European Union.

The largest share of such violations was committed by drivers of vehicles with Ukrainian license plates. According to Polish authorities, cameras recorded 77,200 violations involving Ukrainian cars.

In comparison, vehicles with Belarusian registration were captured by cameras 7,400 times, while cars with Russian plates were recorded in only 218 cases.

Why most fines do not reach offenders

Despite over 120,000 recorded violations by drivers from countries outside the EU, only 3,443 individuals received fines. Of these, about 2,500 were citizens of Ukraine.

Thus, only slightly more than 3% of Ukrainian drivers, whose cars were recorded by speed cameras, received penalties.

The Chief Road Traffic Inspectorate of Poland explains that the main problem lies in the lack of international agreements and direct access to Ukrainian vehicle registers. Because of this, Polish authorities cannot automatically identify the car owner and send them the fine notification.

Most often, fines are paid only by those drivers who are directly stopped by law enforcement on the road. During the check, police can verify the data through the CPD CANARD system and determine if any violations were recorded.

According to Polish services, the number of violations committed by vehicles from outside the EU continues to rise. In 2025, there were 20,000 more than the previous year.
