Ukraine’s Finance Ministry Sets New Guidelines for Identifying and Planning Public Investment Projects

Guidance from Ukraine’s Ministry of Finance

The Ministry of Finance of Ukraine has introduced a set of methodological guidelines designed to help distinguish public investment projects (PIPs) from other types of capital expenditures. This framework aims to support decision-makers during the planning phase by clarifying when it is appropriate to develop a PIP. Central to these guidelines is a practical seven-criteria test that aids in evaluating initiatives, marking a significant step forward in reforming public investment management across all governmental levels.

Evaluating Project Proposals

According to the new methodology, simply classifying expenses as capital does not automatically qualify an initiative as a public investment project. Instead, the evaluation emphasizes factors such as:

  • the economic significance of the initiative
  • alignment with strategic priorities
  • focus on creating or substantially improving a long-term asset
  • anticipated outcomes

It is important to note that project titles, economic classification codes, funding sources, or the formal categorization of expenditures as capital are not decisive in defining a PIP.

The guidelines introduce a seven-point test covering social and economic need, strategic alignment, investment focus, availability of alternatives, long-term impact, future operational costs, and the uniqueness of the initiative and its outcomes. If at least four of these criteria receive a positive response, preparation of a public investment project is recommended. Conversely, if four or more answers are negative, the initiative may proceed without PIP preparation.

These guidelines serve as advisory tools applicable at national, regional, and local government levels. They are expected to enhance the management and transparency of public investments throughout Ukraine.

"The introduction of these guidelines by the Ministry of Finance represents a crucial advancement in enhancing the efficiency of public investment," stated the Ministry of Finance of Ukraine.

By adopting these recommendations, authorities can promote more transparent and well-justified use of budget funds across various tiers of government.
