In 2026, Ukraine plans to significantly change the pension calculation system. The Ministry of Social Policy, together with the Pension Fund, is working on a new formula that will link payments to real economic indicators. This is reported by the publication “On time”.
The main goal of the reform is to ensure greater fairness and predictability of pension accruals, especially for those who have a long work experience but receive minimum amounts.
New key factors for pension accrual in 2026
In the new model, the basic amount of pension will be determined by several key factors:

work experience — the longer a person has officially worked, the higher the coefficient;

indexation — the level of inflation will affect automatic increases in payments;

living wage, which will become the baseline for calculations;

supplements for certain categories — people over 70, single pensioners, and those with over 35 years of experience.
The minimum pension in 2026 may exceed 3000 UAH
Preliminary government forecasts indicate that the minimum pension in 2026 may exceed 3 thousand hryvnias if inflation remains within projected limits. Additionally, the average payment amount will also increase due to a gradual increase in the earnings coefficient.
Innovations will also relate to digitalization. The Pension Fund is developing an updated electronic cabinet for pensioners, where they will be able to independently check calculations, submit requests for recalculations, or get online consultations. This will help reduce queues at offices and make the process more transparent.
The final parameters of the pension calculation formula are planned to be published after the approval of the state budget for 2026. The Ministry of Social Policy emphasizes that no pensioner will be left without an increase — even in the event of economic difficulties or the continuation of martial law.
