Charter Approved for National Development Institution
The Ministry of Finance has formally approved the charter for the National Development Institution (NDI), finalizing the institutional transformation of the Entrepreneurship Development Fund. This charter establishes the NDI as a state-owned, non-profit, second-tier financial development institution. The creation of this body is a key part of Ukraine's efforts to build a resilient financial infrastructure for its economy. The Verkhovna Rada passed the law establishing the National Development Institution on October 8, 2025.
The National Development Institution will operate under a special legal status governed by a dedicated law. Its charter introduces a modernized corporate governance system aligned with OECD recommendations. A key governing body will be a Supervisory Board, comprising both state representatives and independent members with international expertise. The NDI's primary mission is to foster Ukraine's economic and social development, as well as its recovery.
Key Focus Areas for the New Institution
The National Development Institution will concentrate its activities on:
- Supporting micro, small, and medium-sized enterprises (MSMEs);
- Implementing state financial programs, including those operating under martial law conditions;
- Attracting donor and international funding;
- Preparing for direct access to European Union financing mechanisms.
The new charter lays the groundwork for implementing the NDI's development strategy for 2026-2030, which aims to provide more effective support for Ukrainian businesses facing current challenges. This reform is seen as crucial for improving access to finance, especially during wartime. The NDI's planned integration with international financial structures is expected to enhance Ukraine's investment climate and stimulate economic growth. Its operation under a specific law is designed to ensure greater transparency and operational effectiveness.
