The ministry denied claims that a recent update prevented individuals with 'operational reserve' status from obtaining exemptions from mobilization. The ministry stated that the 'operational reserve' status is not a new feature and has been part of the system for some time. The 'operational reserve' category includes individuals with military or combat experience, citizens who have completed basic general military training, and men aged 45 to 60 who may be called upon for territorial defense forces. "The top issue in recent days has been denials of reservation due to a citizen being a reservist."She added that it is impossible to grant a reservation to a reservist under the general rule, as the Cabinet of Ministers' resolution does not provide for it. Maryna Bekalo also stressed that
"such individuals are registered in the reserve for priority mobilization should additional forces be needed at the front."According to defense officials, 'this currently concerns a relatively small number of people; this category is not a mass one.' Importantly, no new functions have been introduced in this regard, and the existing reservation rules are regulated by the relevant normative acts.
