Study: 85% of state enterprise employees are ready to report corruption

The Ministry of Communities and Territories Development, together with the UN Development Program in Ukraine and with funding from the Government of Japan, studied the culture of reporting corruption in the enterprises subordinate to the Ministry. During the study, nearly 900 employees from 24 enterprises were surveyed.



According to the study results, 85% of employees are ready to report facts of corruption in their organization, but only 46% of enterprises have approved whistleblower encouragement policies. This indicates a lack of support and motivation for employees to combat corruption.


The most popular channels for reporting corruption are the email of the anti-corruption officer (used by 63% of respondents) and the personal reception of the authorized officer (used by 47% of respondents). Less popular are special hotlines and the organization’s email.



The study showed that many employees are willing to fight corruption in their workplaces, but they are not always provided with the necessary tools and motivation for this. It is important to improve support and create conditions for detecting and stopping corrupt practices in enterprises.
