IPC President's Announcement

International Paralympic Committee (IPC) President Andrew Parsons has announced that Russian soldiers wounded in the war against Ukraine will be permitted to compete at future Paralympic Games. This follows the IPC's controversial decision to lift the suspension of Russia and Belarus, a move that has caused significant division within the international sporting community. In protest, Ukraine and several other European nations have decided to boycott the Games' opening ceremony.

It is worth noting that Ukraine's public broadcaster, Suspilne, has refused to air the opening ceremony of the 2026 Paralympic Games, though it will broadcast all competitions featuring Ukrainian athletes. A decision regarding the closing ceremony has not yet been announced.

Comments from Andrew Parsons

Andrew Parsons explained that the lifting of the suspensions was decided in order to treat Russia and Belarus like any other National Paralympic Committee.

“When the General Assembly made the decision to lift the suspension of Russia and Belarus, the decision was made to treat them like any other National Paralympic Committee,” he stated.

Parsons also emphasized the importance of reintegrating wounded military personnel into society through sport, highlighting the Paralympic movement's origins after the Second World War.

“We are against any war, any conflict, but we offer an opportunity for those who were injured in war to reintegrate into society through sport,” he added.
This justification has provoked outrage and led to the boycott by Ukraine and other nations.

The IPC's decision is likely to have a significant impact on the international sporting landscape, having already created a rift among participating nations. The boycott by Ukraine and other states underscores the deep political and humanitarian issues that remain unresolved due to the ongoing war. The international community's reaction to this ruling, as well as the IPC's subsequent actions, could substantially affect the reputation and future events of the Paralympic movement. The situation highlights the ongoing challenge of separating sport from global politics, especially during active conflicts.
