Ukraine to Boycott Opening Ceremony as IPC Refuses to Reverse Decision on Russian and Belarusian Athletes

IPC's Stance on Athlete Participation

The International Paralympic Committee (IPC) has confirmed it will not reverse its decision to allow Russian and Belarusian athletes to compete under their national flags and anthems at the 2026 Winter Paralympics in Italy. This move has drawn strong condemnation from Ukraine's Paralympic community, which has announced a boycott of the Games' opening ceremony. The decision highlights the ongoing challenges of separating global sport from geopolitical conflict.

The 2026 Paralympic Winter Games are scheduled for Milan and Cortina d'Ampezzo from March 6 to 15. The opening ceremony will be held in Verona, where Russian and Belarusian competitors will be permitted to participate under their national symbols. The IPC has approved the participation of:

  • Six Russian athletes
  • Four Belarusian athletes

Consequently, should any of these athletes win gold medals, their national anthems will be played. Notably, four of the Russian athletes on the list received awards in the Kremlin in April 2022 from Igor Levitin, an aide to Vladimir Putin.

In response, the National Paralympic Committee of Ukraine has expressed outrage at what it calls the IPC's 'cynical decision' to permit Russian and Belarusian participation in the XIV Paralympic Winter Games.

The Ukrainian committee has declared it will boycott the opening ceremony of the XIV Paralympic Winter Games and has demanded that the Ukrainian flag not be used during the event. In its statement, the committee asserted:

“We will fight for the sporting victories of Ukrainian athletes at the XIV Paralympic Winter Games, and together with athletes from other countries, we will uphold the principles of fairness in Paralympic sport, supporting the main goal of the Paralympic Games as the world's premier sporting forum.”
