Ukrainian Lawmaker Calls for Probe into Recovery Agency Officials' Luxury Holidays and Massive Bonuses

Oleksandr Kopylenko's Appeal to the State Bureau of Investigation

Ukrainian MP Oleksandr Kopylenko has formally requested the State Bureau of Investigation (SBI) to examine the lifestyles of senior officials at the State Agency for Restoration. The request specifically names Mykola Boiko and Liubomyr Semaniv and also calls for an investigation into the substantial bonuses received by an official named Meshkivskyi.

Kopylenko submitted his appeal to the SBI on January 15, 2026. He detailed that Mykola Boiko vacationed from January 1 to 3, 2026, at the 'Tavel' hotel and a private cottage in the village of Yasinya in Zakarpattia. On January 3, 2026, Boiko was also recorded at the Radisson hotel in Bukovel, where he held an informal meeting that same day with Liubomyr Semaniv and representatives of business groups.

Concerns Over Senior Officials and Potential Corruption

In early December 2025, Serhii Sukhomlyn announced Liubomyr Semaniv's intention to resign. However, as of January 15, 2026, Semaniv continues to head the regional Restoration Service. Regarding Meshkivskyi, he receives a monthly salary of 105,000 hryvnias, in addition to quarterly bonuses that can reach 300% of that amount.

Kopylenko further highlighted that as of January 1, 2026, contractors had been issued advances of up to 100%, yet at that time only foundations had been poured for 60 new facilities in frontline zones. In mid-October 2025, Serhii Sukhomlyn reported that the readiness level of objects with the highest degree of protection was approaching 54%. The lawmaker argues these circumstances warrant a thorough investigation to uncover potential abuses and corrupt schemes.

This appeal underscores growing concerns over the transparency and efficiency of budget spending for Ukraine's wartime infrastructure recovery. With the nation under immense pressure to rebuild critical assets, the alleged conduct of officials managing these vital funds is a matter of significant public interest. The situation involving the senior officials of the State Agency for Restoration and their financial rewards has raised public alarm and demands detailed scrutiny by law enforcement, as it risks eroding trust in state institutions during a national crisis.
