NACP Meets with Norwegian Ambassador

In Kyiv, Viktor Pavlushchyk, head of Ukraine's National Agency on Corruption Prevention (NACP), sat down with Lars Ragnar Hansen, the Norwegian ambassador. Their talks centered on advancing anti-corruption reforms in Ukraine, strengthening the country's institutional capacity to fight graft, and deepening bilateral cooperation as Ukraine moves toward European integration.

Core Areas of Joint Effort

The partnership will focus on several key initiatives:

  • rolling out the Anti-Corruption Strategy covering 2026–2030;
  • enhancing tools for analyzing corruption risks;
  • backing NACP-led educational and awareness campaigns;
  • bolstering international collaboration on asset tracing and recovery;
  • and strengthening integrity mechanisms in defense and reconstruction sectors.

A major highlight of the discussion was the Anti-Corruption Strategy for 2026–2030. Viktor Pavlushchyk described it as

“a comprehensive framework designed both to boost the anti-corruption system's effectiveness and to curb corruption risks in the most vulnerable and strategically vital areas.”

The two sides also tackled improvements to financial oversight and political party reporting. Priorities include expanding the POLITDATA registry, automating election fund disclosures, and increasing transparency in party financing. Pavlushchyk expressed gratitude to Norway for its steadfast support of Ukraine, its role in strengthening democratic institutions, and its contributions to advancing integrity, transparency, and the rule of law.

This meeting between the NACP and Norway's ambassador underscores the critical role of international backing in Ukraine's anti-corruption efforts. Norwegian collaboration could significantly boost the success of planned reforms, especially as Ukraine pursues EU membership and works to build public trust in its institutions. It also signals Ukraine's continued dedication to fighting corruption and improving governance practices across the public sector.

As Ukraine embarks on this ambitious anti-corruption path, understanding the full scope of the newly presented anti-corruption framework for 2030 is essential. This roadmap outlines strategic measures that will align with international efforts, including Norway's commitment, to enhance the effectiveness of Ukraine's governance and institutional integrity.
