Starting from June 1, 2025, new limits on transfers set by the National Bank will come into effect in Ukraine. The restrictions apply to transfers from card to card (P2P) and transactions by IBAN details. The limits depend on the risk level of the client and the presence of officially confirmed income.
New NBU rules for transfers
According to the NBU resolution, from June 2025, banks are required to take into account the client's category when transferring between individuals:
- up to 100,000 UAH per month — for clients with medium and low risk;
- up to 50,000 UAH per month — for high-risk clients if they do not have documented confirmed income.
These limits apply to both card-to-card transfers and payments by IBAN details.
Why new restrictions on transfers have been introduced in Ukraine
The National Bank explains the innovation as a necessity to:
- fight against money laundering and shadow schemes;
- reduce the risks of financing terrorism;
- increase the transparency of the banking system;
- bring Ukrainian legislation in line with international AML/CFT standards.
According to experts, the new limits on card-to-card transfers in Ukraine will primarily affect those who actively use P2P services without official income.
What to do if the transfer limit is exceeded
Clients who exceed the established limit will be required to confirm the sources of funds. The bank has the right to request:
- income or salary certificates;
- copies of contracts or receipts;
- other documents confirming income.
If a client refuses to provide documents, they may fall into the 'high-risk' category, where the available limit is only 50,000 UAH.
How to avoid problems with transfers in 2025
Economists recommend:
- to arrange official sources of income;
- to keep confirming documents for receipts;
- to clarify with the bank in advance the conditions regarding P2P transfers and transfers by IBAN;
- not to exceed monthly limits to avoid blocks and checks.
